I have never been an accountant or had any training
in accounts or book keeping.
Before 1911 I was never in charge of accounts, but
in February of that year I was placed in charge during the absence
on leave of Captain Taylor, that is, until November, 1912.
From November, 1912, to January, 1913, I reverted to
the post of Boarding Officer, and Commander Beckwith took charge
of the accounts.
In January, 1913, Commander Beckwith went on leave
and again took charge of the accounts, continuing the system of
checking which was in practice before I took charge in 1911.
I checked the whole of the accounts of the liarbour
Department every evening about 4.30 p.m. and over, morning between
11 and noon I checked the monies paid into the Bank by the Head
Shroff.
I have 36 account books to check: these books are
kept by 5 clerks and 3 shroffs: the total revenue collected by the
Harbour Department exceeds $500,000 annually.
The Department has 2 divisions, the Harbour Office proper on the first floor and the Junk Office on the ground floor. The Harbour Master and I and the Head Shroff are on
the first floor.
